What we know about cannabis today — and what research still needs to clarify.
Introduction
International cannabis research is developing rapidly and is increasingly delivering robust findings on regulation, consumption behaviour and health effects. At the same time, relevant knowledge gaps remain, making a comprehensive understanding of opportunities and risks difficult.
The Swiss Cannabis Research association is committed to closing these gaps through independent research and to critically analysing existing findings and applying them to the Swiss context. The aim is to create an evidence-based foundation that enables a responsible approach to cannabis with the lowest possible risk.
Recent scientific studies show that the way cannabis is handled is strongly influenced by legal frameworks, product quality and prevention strategies. At the same time, in-depth clinical and social-science research is improving our understanding of health risks, protective factors and consumption literacy.
Below we present an overview of key findings from current cannabis research.
Research on cannabis regulation
Studies worldwide from countries with legal or partly regulated cannabis markets show key developments:
- The black market shrinks the more regulated products are available and price-competitive.
- Quality and safety standards reduce risks from contaminants, pesticides or excessive potency.
- Information at point of sale works, since people who use cannabis get access at the time of purchase to information about potency, risks and Safer Use.
- Prevention measures are more effective when built on data about real-world consumption behaviour.
International research indicates that the impact of regulation depends strongly on implementation: health protection increases where market opening is coupled with quality control, monitoring and prevention.
Research on cannabis and health
Medical and psychological research is delivering increasingly nuanced findings:
Risks depend on form of use, intensity and age — early and frequent use also increase the risk of dependence.
Product composition plays a central role: contaminated products, high THC content and the absence of CBD can carry greater psychological risks.
Vaporising is considered less harmful than smoking, but does not reduce the risks of starting too early or using too frequently.
Protective factors are clearly identified — for example informed product choice, moderate use, late initiation and breaks between uses.
Mental-health effects are inconsistent, as individual factors such as genetics, vulnerability and consumption behaviour are decisive.
Overall, research shows that risks are real, but not universal — they are individual and dose-dependent. Education, quality standards and consumption literacy can make a decisive contribution to harm reduction.
What does this mean for Switzerland?
International research provides important indications for possible regulation in Switzerland. From the findings so far, central principles can be derived:
- Regulation must prioritise health: rather than mere market opening, clear safeguards are needed — particularly on product quality, potency limits and age verification.
- Tackle the black market through access, not punishment: research shows that illegal markets only shrink when regulated products are easily accessible, of reliable quality and price-competitive.
- Prevention must be data-driven and group-specific: young people in particular, people with risk factors, and frequent users need tailored information and prevention services.
- Harm reduction instead of prohibition logic: Safer Use information, product-choice guidance and risk advice should happen where people who use cannabis make decisions — at the point of purchase.
- Monitoring and adjustment are crucial: regulation should not be static, but continuously reviewed and improved based on scientific evidence.
This makes clear: a possible Swiss regulation should be neither uncontrolled-liberal nor too tightly regulated, but health-oriented, scientifically supported and flexibly adaptable.
